Main Description	The final recommendation of the technology that should be used to resolve the issues stated in the TAR. This document should describe what the recommendation is, how research and testing was executed, test results, and why the chosen technology was selected. This document will be presented to the ARB and stakeholders for approval.

Impact of not having	The ARB and stakeholders have no way of understanding the details of the research, testing, and recommendation. The Technology Acquisition process cannot move forward.
