      Steps
      Develop content
      Translate requirements into process content.
      Perform Unit Test
      Ensure the requirements have been properly translated into process content by Unit Testing OpenUP elements, such as Roles, Tasks and Work Products among others.
      Finalize content development
      Issues discovered in Unit Testing and content gaps must be resolved to finalize content.
